Minutes of 2012 North Carolina Checker Association Meeting - Date: Friday 5/18/2012 9:00am -9:30am
Call to order:
A regular annual business meeting of the North Carolina Checker Association was held at Libby Hill Seafood Restaurant on Randleman Rd, Greensboro, NC on May 18, 2012. The meeting convened at 9:00am, President Teal Stanley called the meeting to order. The yearly meeting was before the 2012 State Tournament which was also scheduled at Libby Hill Seafood Restaurant on Randleman Rd, Greensboro, NC.
In the 9:00AM business meeting Teal Stanley, NCCA President, presided over the meeting and opened by warmly welcoming 18 players, 12 North Carolina players and 6 out of state players to the 122nd Annual North Carolina State Open Checker Tournament. Teal asked our ACF District IV Manager, Larry Michael, to give the invocation before we began our business meeting and annual state tournament.
Chairman Stanley asked for NCCA Secretary JR Smith to read last year’s 2011 minutes (preprinted for approval) and approved as read. Minutes were approved as presented.
Announcements: Chairman Stanley asked NCCA Treasurer, Bill McClintock to speak and make any announcement: Bill announced the recent deaths of our past members. Deceased players from last year were remembered: Wade Holder - Fayetteville NC, Waldo Barton - Greensboro NC, Warren Meachum - Santa Monica CA (who grew up in Rockingham, NC), Ralph Stokes - Chilhowie VA, HO Baldree's wife Sallie - Farmville NC, Ron Bailey - Greensboro NC, Raleigh Johnson's wife Sarah - Murfreesboro NC, Grandville Robinson - Greensboro NC, all died last year in 2011, and William Harvey Griffin - Nashville NC died in 2010 and so did Donald Andrews from Raleigh, NC.
NCCA Treasurer, Bill McClintock reported on the financial status of the trust accounts, saying the RBC balance was $15,095.75 as of 4/30/2012, and the Edward Jones Account was $13,845.31 as of 3/30/2012 for the combined total of $28,941.06 before the $1,600 withdrawal, which would be use with entry fees to make the total prize fund.
We voted to add Teal Stanley to both our security accounts along with Bill McClintock (double signatures on the Edward Jones and the RBC business account forms).
It was noted that Frances McClintock would entertain the checker player's wives at Bill & Francis home for lunch Saturday.
Teal mentions we should talk up checkers and recruit younger plays to visit our club and play in our tournaments. He passed out shirt & hat ACF and NCCA logo buttons to be wore so as to increase awareness and initiate conversation about our wonderful mind sport game.
Members in attendance: These members were present: John Webster, Teal Stanley, Tim Laverty, Jeff Webster, Bill McClintock, Raleigh Johnson, Grover Minor, Mike Ross, JR Smith, Bill Stanley, James Martin, and Larry Michael were the 12 NC State players; Matthew Clark, Ted Williamson, Charles Woolum, Buck Smith, Neil Wenberg, and Larry Keen were the 6 out of state players. Of those above 10 are NCCA Life-Time Members, who were: John Webster, Teal Stanley, Tim Laverty, Jeff Webster, Bill McClintock, Raleigh Johnson, JR Smith, Bill Stanley, James Martin, and Larry Michal.
Receiving communications: JR Smith, NCCA Secretary reported on behalf of Treasurer that the rules changed December 31, 2006 called “Pensions and Protections Act 2006” which states that all Tax Exempt Organizations must now file a Federal Tax Return; Exception: Churches and Faith based organizations. Charities & Other Non-Profits entities fact Automatic Revocation of Exemption if they haven’t filed in the past 3 years. NCCA is current on filing their required 990 tax return.

[How should we play this State Tournament?]
JR Smith made the motion to play a three division Swiss Tournament, failed because not enough Master players with multiple re-pairing. Bill McClintock moved we play a Class A and Class B Swiss tournament, failed because not enough Masters with multiple re-pairing. Larry Keen moved we play single division Swiss with three brackets which carried and modified by discussion from Teal Stanley, Jeff Webster, and Tim Laverty to place players by their playing ability into their correct bracket. We discussed and voted for this tournament we would play as a single group using the Swiss system with players signing in under 2 divisions: as Masters, and Majors so the respective winners would be recognized. We also voted that a 3 point bye would be awarded to the lowest opponent; thereafter, to the lowest opponent as 2 points if multiple byes. We reviewed the playing rules posted on the display board including the tournament agenda with round time schedule:
2½ hours per round - 2 games (1 hour & 15 minutes per game).Adjournment:

JR Smith announced: This year... The 123rd Annual 2013 North Carolina Open Checker Tournament
as held on Friday and Saturday, May 17th & 18th
2013 would be in honor and named
" Bill Stanley Tournament Honoree
" We have recognize Mr.
Bill Stanley as our "State Tournament Honoree" for his life-time
support of checkers and many years attending tournaments. He is also the
oldest player at age 90 with his 91st birthday on July 22nd.
JR Smith stated that, “Next year we will try to have our State Tournament in Eastern North Carolina on May 16th and 17th 2014. This tournament will be named the “Cecil Lowe Memorial State Tournament” in honor of our past president.”
A motion was made, seconded, and carried to add “Billy McClintock Memorial” to the Greensboro Open in honor of Billy who organized and directed this tournament from the mid-1990s until 2009 his last tournament was at his home and ending Mrs. Frances McClintock's home cooked dinners. Before Billy, Howard Amos was the Greensboro Tournament organizer. This would be a fitting honor to remember Bill by renaming it.
JR Smith stated that, “Next year we will try to have our State Tournament in Eastern North Carolina on May 16th and 17th 2014. This tournament will be named the “Cecil Lowe Memorial State Tournament” in honor of our past president.”New Business: Election of officers: JR Smith will made a motion to nominate Mike Ross as Treasurer to replace our deceased Treasurer, Bill McClintock, seconded by Larry Michael, vote carried unanimously.

Because of low attendance we reduced the playing field to one group and set the entry fee at $20.00 for a single "A" Class Division. We voted to play a Single Swiss Division with a Masters and a Majors bracket, to distinguish Master and Major State Champions and determine prize money by paying through both class brackets. Trophies award to each class. We will re-pair opponents only in the last round when necessary, and possibility a third re-pair in the top positions. We also voted that a 3 point bye would be awarded to the lowest opponent; thereafter, to the lowest opponent as 2 points if multiple byes, and 4 points for a forfeit. We played two 1. 25 hour games per round, or an eight 2. 5 hour round tournament, starting at 10AM on Friday and 8:00AM on Saturday and finishing by 5:30PM Saturday evening.

minute for 10 minutes.
If the move per minute does not create a decision, then the
referee will make a decision for the results. Either opponent may request
referee to conclude 1st game on time after an hour, so 2nd
game will start on time.
